HONG KONG, Mar. 30, 2011 (Kyodo News International) — Thousands of people clashed with police in southwestern China’s Yunnan Province over compensation for being forced to resettle for a dam project, a human rights watchdog and the government confirmed Wednesday.
The Information Center for Human Rights and Democracy said thousands of people blocked major traffic routes in Suijiang County from Friday until Tuesday when 1,500 paramilitary police, led by an armored vehicle, forcibly dispersed the crowd, leaving 30 protesters and 20 police injured.
The Hong Kong-based center said an ambulance was wrecked after paramedics in it took care of injured police and ignored protesters.
About 100,000 people in the region are to be moved to make way for the construction of a dam and power plant on the Jinsha River, but disputes over payment for grave removal and resettlement remain unresolved.
The center said the government offered people 1,000 yuan ($152) for grave removal that cost more than 5,000 yuan and that the people are dissatisfied with the quality of resettlement houses that are located in an earthquake zone.
Police in riot gear and protesters gathered in what was said to be Suijiang were seen in an undated video shown by Hong Kong’s Cable TV.

Police, protesters clash over China dam

BEIJING — At least 2,000 villagers protesting the building of a hydroelectric dam on the upper Yangtze river have clashed with police in southwest China, the government and a rights group said Wednesday.
Up to 50 people were injured in Yunnan province’s Suijiang county on Tuesday when hundreds of armed police arrived to quell a protest that had lasted for five days, the Information Centre for Human Rights and Democracy said.
Protesters, who had blocked a main road and a bridge over the Yangtze for four days, hurled bricks and stones at police, the Hong Kong-based centre said.
Pictures posted online showed hundreds of riot police falling in around an armoured personnel carrier in the streets of the county seat.
The rights group said about 30 protesters and 20 police were injured.
According to the Suijiang county government, 17 policemen and five government workers were hurt in the clashes, which involved about 2,000 protesters. One ambulance was badly damaged.
« Following the forceful measures and after the understanding and support from most of the people, the roads were unblocked and normal order was restored to the county, » the government said in a statement.
The Hong Kong-based group said « several thousand » demonstrators were up in arms over the quality of proposed housing being offered to up to 40,000 people who are being displaced to make way for the Xiangjiaba dam.
Protesters were also baulking at the government’s refusal to pay the full cost of removing a local graveyard from the dam site.
According to the rights centre, the protest started after a 6.8-magnitude earthquake struck neighbouring Myanmar on March 24, leading to concerns over the quality of the proposed housing. Read more…

云南绥江二千人抗议搬迁发生警民冲突

云南绥江县已经持续5天的民众抗议政府移民政策和待遇事件,在警民发生冲突后暂时告一段落。
据BBC中文网30日报导, 29日绥江县的示威民众与武警发生冲突,包括30名抗议者和20名警察在内至少50人受伤。据悉抗议示威阻断了绥江县主要交通干道和长江上游一座大桥的交通。示威者一度多达2千人。
据香港人权信息中心消息说,中国三峡总公司修建云南向家坝水电站,库区移民搬迁,涉及三个县10万移民,其中包括绥江县5万多移民搬迁。他们抗议政府计划为移民提供的住房条件恶劣,以及政府拒绝承担库区迁坟的全部开支。示威者还指称,政府和企业暗箱作业。据悉部分民众担心当地政府如往年一样截留移民款,并且电站开工几年来对赔偿标准一直不明确,最终赔偿标准始终没有公布,引起民间各种猜测。
3月24日,与云南毗邻的缅甸发生地震,引起绥江库区移民对计划给他们提供的住房安全的关注。25日,当地移民自发来到绥江县城的交通要道,用堵路表达抗议。
法新社报道说,网上张贴的照片显示数百名防暴警察乘装甲车抵达绥江县城应对持续多日的民众抗议示威。
据中国媒体报道,绥江县去年2月曾被上级机构审计发现挪用40万“5.12”地震救灾款,部份乡镇截留灾民补助。报道还说,国际环保组织一直表示反对在长江上游修筑包括向家坝在内的四座大坝,称它们对生态环境将造成重大破坏。
