Jakarta Clash Kills Two

TEMPO Interactive, Jakarta: Two people killed on Sunday night in a clash between two groups of community in West Jakarta, sparked by dispute between motorists.
Hundreds of kiosks in Duri Kosambi area in Cengkareng, West Jakarta, were torched down in the clash at around 8 pm last night, and a member of the local community of Batavia descent killed by Madurese traditional sharp weapon. No information on the second victim.
Report said the Batavian and the Madurese community started to clash after argument between drivers of a private vehicle and a taxi.
Beside hundreds of kiosks two pickup trucks and and three large trucks were burnt in the clash.
Municipal fire department have deployed firefighters to quell the fire and local police spokesman Commissioner Sukarna Jaya Atmadja said police have stationed three campanies of personnel (about 300 personnel) to guard the area.

Kompas.com reported that the groups burned and destroyed hundreds of temporary shelters and homes and dozens of vehicles.
Cengkareng Police Chief Comr. Rusland said the dead was identified as Endid Mawardi.
Endid suffered a serious injury during the clash and was admitted to Cengkareng Hospital where he finally died.
The clash erupted at 8 p.m., It was triggered by a small road incident in which a taxi and a private car touched each other in Pondok Randu at 6.30 p.m.
Hundreds of policemen and several firetrucks were dispatched to the location to control the situation. As of Monday morning, the situation in the clash location has returned to normal.

Cengkareng Incident, 8 Vehicles and 35 Huts Burned

A mass clash happened again in Jakarta Capital City. This time, it involved two groups of people on the outer ring road (JORR), Durikosambi, Cengkareng, West Jakarta, Sunday (5/30) evening. As many as 35 huts, 3 trucks, 2 vans and 3 motor cycles were burned by people in that incident.
According to a witness, the clash happened because of a crash between a taxi and a Honda Jazz sedan around 5.30 p.m. on JORR Cengkareng highway right in front of wood and bamboo traders’ huts. A resident tried to separate the two drivers. He was dejected because he was ignored by the drivers. He shouted to both of them to leave the location.
Not welcoming his attitude, some members of a mass organization came to the location at night to meet with the resident. Finally they fought against each other. One of local residents hit a chairman of a local mass organization located in Cipondoh, Tangerang using a machete on his neck. The victim was Endit Mawardi (43), born in Pandeglang 14 February 1967. He was taken to Cengkareng Hospital. Unfortunately, Mawardi who lived on Anggrek alley, RT 05/02, Gondrong Petir, Cipondoh, passed away at 7 p.m. last night. His body was taken to Cipto Mangunkusumo Hospital for autopsy.
Having heard the bad news, around 10 p.m. last night, people from Mawardi’s side took revenge. Joint mass organizations from Tangerang and West Jakarta in numbering up to 500 people tried to find the person who killed Mawardi. But he was not found. Mass from Mawardi’s side threw Molotov bombs to residents’ huts and burned the huts. Residents ran for their live.
As many as 350 police personnel from City Police, West Jakarta Police Precinct and Cengkareng Police Sub-precinct were deployed to arbitrate the angry mass.
Head of West Jakarta Police Precinct, Commissioner Kamil Razak stated that the clash was caused simple matter, a crash of two cars. “And it caused clash between two groups. We focus on the evacuation and security. As many as 350 personnel from Mobile Brigade, City Police and Police Precinct will be deployed,” he explained, Monday (5/31). He asked people not to be easily provoked and trusted the case to police. Police seized evidences like victims’ clothes and crowbar.
Head of City Police Inspector General Wahyono came to the location. But he refused to give any comment related to the clash. Wahyono came to the location around 2.30 a.m. for only 15 minutes. He has coordinated with West Jakarta Police Precinct.
Meanwhile, residents around the location are busy to save their stuffs. “The blaze was so huge, we save important things and some of remaining stuffs are still inside the houses,” said one of residents, Monday (5/31).
Hundreds of residents were afraid of blaze; they gathered their stuffs around Jl Pondok Randu. They were busy to extinguish the blaze and when fire engines came they directed the firemen to the location.
Acting Head of West Jakarta Sub-dept. for Fire Services and Calamity Tackling, Frans Bernard Silalahi, explained as many as 17 fire engines across West Jakarta were deployed. It was hard for the firemen to extinguish the huts in flame. “Strong wind and lack of water are also other obstacles,” he explained.
Based on beritajakarta.com observation at the location, the fire was extinguished at 5 a.m. this morning. And thousands of residents went back to their houses. The roads that were closed before were opened by police personnel. Hundreds of police personnel patrolled to secure the location and to prevent another clash from happening.

‘No Ethnic Tension’ as Betawis Torch Madurese Enclave

A fight that left a man dead and escalated into a riot in which a mob of Betawi men trashed a Madurese neighborhood, setting fire to scores of shops, houses and vehicles, was not motivated by ethnic tensions, police claim, saying a minor traffic accident had sparked the bloodshed.
The incident, in Cengkareng, West Jakarta, started on Sunday afternoon when a Honda Jazz car grazed a taxi driven by a Madurese man in the Madurese neighborhood, Cengkareng Police chief Comr. Ruslan said.
“The drivers had an argument but then the taxi left the scene. Later in the afternoon, a group of people came and started to quarrel with residents,” Ruslan said.
The group was led by Endit Mawardi, 43, who headed the Cipondoh chapter of the Betawi Communication Forum (Forkabi), one of the main Betawi organizations in Jakarta. It is unclear whether Endit was in the Honda Jazz when the accident happened or if was a friend of the driver, who has not been identified.
The argument between Endit’s friends and a group of Madurese men became heated and Endit was stabbed in the head, Ruslan said. “He was taken to Cengkareng Hospital but did not survive his injuries.”
A mob believed to be Endit’s supporters than returned to the neighborhood at around 10 p.m. and began to set buildings and vehicles on fire. The riot left 45 shops, five homes and 19 vehicles, including 13 motorcycles, burnt. All the destroyed property belonged to local Madurese residents.
Jakarta Police spokesman Sr. Comr. Boy Rafli Amar claimed the incident was not sparked by ethnic tension.
“The clash was not triggered by ethnicity, but purely because of the incident between the taxi and the Honda Jazz car,” Boy said.
Darmo, a witness, said the Madurese have been operating shops in the neighborhood for years and that the area had never experienced such violence until Sunday. Fearing further attacks, members of the Madurese community had left the area, he said.
Rusman said Endit was in the car when the accident happened but Endit’s cousin, Lukman Hakim, said he wasn’t.
“He came only to mediate with the crowd. His wife told me that before he left, Endit told her that he would like to help his friend,” Lukman said.
He added that Endit was a man who “liked to help his friends out.”
Jakarta City Secretary Muhayat called on people not to be easily provoked to violence. Ethnic groups must not be arrogant and should conduct themselves in a positive manner, he said.
“Don’t engage in acts of anarchy that damage society,” Muhayat said.
Jakarta City Council Deputy Chairman Triwisaksana asked for the city administration and police to mediate between the two parties.
“We want the city administration to map the situation and solve the problem at its root,” he said.
Members of Forkabi, one of the main Betawi organizations in the capital, should be approached and made aware of the law so they would not cause trouble again, Triwisaksana said.
University of Indonesia sociologist Ganda Upaya said the incident showed that ethnic tension could flare up easily.
“Betawi ethnics always feel that they are just second-class citizens since the majority of Betawis have been marginalized by the city’s rapid growth,” he said.
Ganda said the fact that the Betawi leader had been killed gave the group a strong motive to avenge him, which they did by running amok in Cengkareng.
“However I think the stabbing and the riot could have been avoided with early police intervention. In the future, local governments should increase inter-ethnic dialogues and stimulate cross-cultural communication.”
