Five injured in police action in Kalinga Nagar

Jajpur, March 30: At least five persons were injured in a clash between police and tribals opposing construction of Common Corridor Road in Kalinga Nagar, the steel hub of India in Jajpur district today, sparking tension in the area. The injured include four tribals and a videographer hired by the administration.

One of the five injured, identified as Gurubari Gagarai of Baligotha village, was serious following the police attack and admitted to the Danagadi government hospital, official sources said.

Police fired rubber bullets, lobbed tear gas shells and resorted to lathi charge to disperse the tribals who allegedly pelted stones on securitymen who had gone to the tribals from their villages, considered citadel of the Vistapan Virodhi Jan Manch (VVJM) that has been spreading anti industrialization movement in the industrial complex area since 2 January 2006 police firing in which 14 tribals were killed by the police bullets while opposing forcibly land acquisition by the Tata for its proposed steel project in Kalinga Nagar.

The incident took place at about 8 am when about 700 armed police personnel all on a sudden entered into Baligotha, Bamiagotha, Baiduburi and Gadhapur villages and attacked the tribals who were busy on their daily chore of works. They had gone to the villages to arrest the tribals to facilitate the smooth construction of CCR which has been started yesterday.

“This is completely treachery of the district administration. A day before yesterday it came to us seeking cooperation. When we extent our support it started humiliation on us by using heavy armed police force, » VVJM secretary Rabindra Jarika said.

“Why police had gone to our villages today? Were there any tribals opposing the CCR construction today,” asked the tribal leader adding that the construction site was far from the tribal villages. Why police attacked on the innocent tribals without any provocation?

The administration wants to take away our land from us by using force. They have bullets and police. We have no option but to commit suicide en-mass in protest against acquisition of tribal land in the name of industrialisation,” said Jarika.

While the tribals were opposed to the common corridor, the district administration attempted to complete the road construction by making massive force deployment. As many as 25 platoons (about 750 personnel) of armed forces were deployed at the corridor construction site.

Senior police officers, Jajpur district Collector and about seven Magistrates were present at the site.

The construction was going on after police raided the tribal houses in their villages, a senior cop said.

The construction work for common corridor road in Kalinga Nagar industrial hub re-commenced on Monday. On Sunday, the district administration had held discussion with the VVJM for three hours seeking their cooperation in the progress of the project.

At least four people were injured Tuesday in clashes between police and tribals in Orissa’s Kalinga Nagar industrial hub, officials said.

Clashes broke out between police and tribals opposing the construction of a common road for the industry in Kalinga Nagar in Jajpur district.

‘Some people have sustained injuries. We used mild force to disperse the protesters. Some of our policemen have also sustained injuries,’ Jajpur District Collector Pramod Kumar Mohanty said.

Rabindra Jarika, the general secretary of Bisthapan Viroddhi Jana Mancha (BVJM), said: ‘We had already discussed with the district administration that construction work will begin after consulting us. But they suddenly started construction work, so we are protesting.’

Anticipating trouble, the district administration had deployed 25 platoons of police force in the area.

‘We have deployed 25 platoons of police and 60 officers in that area,’ Superintendent of Police D.S. Kuttey said.

The 12,000-acre Kalinga Nagar complex, some 100 km from Bhubaneswar, has about 10 industrial units and steel plants. The BVJM is opposing the construction of common corridor road, considered the lifeline of the Kalinga Nagar industrial hub.

In January 2006, 14 people were killed in Kalinga Nagar when police opened fire during a protest by villagers against acquisition of land for industry.

BHUBANESWAR/JAJPUR: Two days after the talks began for resolution of displacement issues and ending the opposition to the Common Corridor Road (CCR) project at Kalinga Nagar, armed tribals clashed with police on Tuesday opposing the construction work.

At least five persons, including a videographer and a woman, were injured as police resorted to lathicharge and fired rubber pellets to disperse the mob. The woman has been admitted to Danagadi hospital and her condition is stable.

Trouble started when more than 200 tribals, including women and children, defied ban order at the CCR project site and threw stones at the workers and police. The tribals were also armed with traditional weapons like bows and arrows.

Jajpur SP D S Kutte said those involved in the attacks would be arrested. “We have identified a substantial chunk of the people. The situation is under control and work will continue with adequate security arrangements to the tune of 25 platoons”, he said.

Collector Pramod Kumar Mohanty said, “During our talks with the Visthapan Virodhi Jan Manch (VVJM) on Sunday, we had assured them to look into their problems and find solutions. But, they have continued with their opposition. There is no question of stopping work and construction of the CCR would go on as usual.” The VVJM alleged that about 700 policemen entered Baligotha, Bamiagotha, Baiduburi and Gadhapur in the morning with the intention of arresting the tribals to facilitate smooth construction of the CCR. “They first attacked the tribals without provocation even as we had extended our support after the talks with the administration”, VVJM secretary Rabindra Jarika complained.

The 7.5 km long CCR at Kalinga Nagar, which would be a vital link for the industries and providing basic facilities such as water, power and transportation, has been opposed by the tribals over displacement and other demands.

  1. The local people were never against the idea of an Industrial Complex at Kalinganagar and accepted the land compensation willingly. But when it came to the actual process of displacement and relocation, they were led astray by activists who took every measure to create unfounded doubts in their minds, leading to a general feeling of hostility towards industrialisation.

    Tata Steel has been focusing on providing proper antenatal, natal; post natal care, new born care and immunization to achieve Zero Infant Mortality rate for the members of Tata Steel Paribar in Kalingangar.

    In India approximately 1.72 million children die before reaching their first birth day. At present the Infant Mortality rate is 69 per thousand live births in Orissa comparison to 53 in India

    The health status of a community is best evident from the health status of children. Continuing its stress on the UN Global Compact vision and renewing its commitment to the initiative and its principles Tata Steel is now stressing upon the zero Infant mortality rate in and around Kalinga Nagar. Infant mortality rate and under five mortality rate are the key indicators which reflects upon the health status of the children. Keeping this in mind an intense effort is being made among the displaced families of Kalinganagar project to avoid any death among the under five children.

    In Kalinganagar, amongst Tata Steel Parivars, it is important to note that among 92 child births last year only 2 child were delivered with low birth weight i.e., <2.5kg. One had birth weight of 2.4kg and the other 2.0kg. No death was reported. Amongst more than 300 babies delivered in last five years only one death occurred due to congenital anomaly.

    During the antenatal period a minimum of three antenatal checkups are done by O&G specialist with additional one checkup during the last 15 days of EDD is ensured in most of the cases. Two doses of TT, 100 tablets of IFA tablets and calcium tablets each are given. Hemoglobin levels, blood grouping and typing are done on a routine basis. In case of detection of anemia additional IFA tablets and nutritional advices are given. In case of any anticipation of complication ultra sonography is carried out with the advice of O&G specialist. As most of the displaced families belong to the tribal communities and literacy levels are low additional care is taken to remind them about their EDD (expected date of delivery) 15 days before the EDD to facilitate institutional delivery in time.

    It is ensured that all the deliveries are institutional. After the delivery at least two post natal checkups are done. The mother is counseled about proper new born care and exclusive breast feeding for six months is propagated. Hundred percent immunization coverage is done among the children and growth monitoring is done till the age of six years. Early detection and treatment of respiratory illness, diarrhea diseases etc are done.

But what amazes me is that in spite of all its initiatives, certain groups and people still continue to blame the Company. TSRDS Joda Unit has given the tribal villagers of Bichakundi several other earning opportunities. The two SHGs named Tulsi SHG and Sri Ganesh SHG have been started with the aim of bringing socio-economic development in the Village. It has given a lot of technical and material support to the villagers so that they can pursue papad making, bodi making, mushroom cultivation and other such activities. It is a fact that the rehabilitated families in Kalinganagar in Jajpur district of Orissa have achieved two Millennium Development Goals of United Nations well before the timelines of 2015. Education in Tata Steel Parivar is being handled through 12 education centres which are running at five locations catering to 105 children in the age group of 3 to 5 years and 122 children in 6 to 14 years age group. Tata Steel is giving special importance to education as it believes that education is highly needed for the overall development of a community.
