Violent protests in China over sewage plant smell
1 sept. 2009 BEIJING — Protests drawing up to 10,000 people flared in eastern China over a powerful stench from a sewage treatment plant with 10 people hurt in clashes, residents and a human rights monitor said Tuesday. The demonstration occurred Monday when angry villagers from Fujian province’s Fengwei town confronted 2,000 riot police over a wastewater treatment plant that had fouled local air and water, Hong Kong-based Information Center for Human Rights and Democracy said. At least 10 people were injured when the demonstrations turned violent and riot police fired warning shots, the center said in a faxed statement. Two police cars were smashed and protesters took several government officials and factory workers hostage. A statement by the local Communist Party’s propaganda department acknowledged the protests, saying when workers prepared to enter the factory they were obstructed by villagers. The wastewater treatment plant had a problem that sent a major stench through the area on Aug. 19, the statement said. Villagers protested over several days, but the biggest demonstration came Monday One resident who lives 330 feet (100 meters) away from the factory said the stench was unbearable. « People would puke or faint when they smell it, » she said, refusing to give her name for fear of reprisals. Emeute contre une usine polluante dans le sud-est de la Chine

PEKIN – Des habitants d’une ville du sud-est de la Chine ont attaqué des policiers et retenu en otages des fonctionnaires locaux pour protester contre la pollution en provenance d’une usine de traitement des eaux, ont indiqué des villageois et des médias chinois.
La police a dû intervenir afin de secourir deux responsables locaux retenus dans la ville de Quanzhou sur la province côtière de Fujian, ont déclaré des habitants à l’AFP.
Selon eux, depuis des années l’usine de traitement des eaux dégage une mauvaise odeur et ils la soupçonnent de polluer l’environnement.
« L’eau est polluée à cause de l’usine. le gouvernement veut couvrir l’affaire », a déclaré une employée d’un restaurant local, qui a seulement donné son nom Wang.
Ces deux dernières semaines, la tension est montée, aboutissant à l’attaque de l’usine par des habitants.
« Après qu’un responsable eut frappé une femme, les habitants ont retenu en otages deux responsables et des milliers de personnes se sont rassemblées ces derniers jours », a dit à l’AFP un ouvrier d’un chantier naval voisin.
Selon l’homme, qui a refusé de donner son nom, près de 2.000 policiers sont venus porter secours aux responsables.
D’autres témoins joints par téléphone ont confirmé les faits.
La municipalité de Quanzhou n’était pas joignable.

福建泉州成癌症高发区 群体民愤将爆发
水源和生路被断 民愤到极点
村民林先生接受大纪元采访时表示，当地政府已经采取措施，对村民合理化的诉求，相关部门进行阻挠。现在事态越闹越大，昨天晚上(28日)有几百人到那边抗议，每天都有群众在那监督他们。
他说：“这两天头晕、呕吐的人很多，前天有两个妇女住院了，家属要求医院告知病因，但不给看。当官的通过各种管道封锁消息，非常压制的手段，所以村民在百般无耐的情况下，只能通过互联网发贴投诉。”
为了防止污水处理厂半夜偷偷排放污水，目前，当地群众自发日夜轮流坚守污水厂，一些较有威望的六旬老人，冒着高温，走街串巷敲锣鸣鼓的召集民众。
峰尾镇是泉港区主要的海产生产地之一，与山腰镇并称全区最富庶的两个村镇，也是全区人口最密集的区域。由于泉港污水处理厂大量排放这里数十家化工、皮革、塑胶工厂的污水，臭气冲天，给当地村民的水源和海产业造成严重污染。
这些渔民看着自己辛苦了大半年养殖的海带、海蛎等海产品一夜间被污染殆尽，辛辛苦苦打上来的鱼却有大量的死鱼，由于健康受到威胁，生路又被阻断的峰尾人开始愤怒了。
忍无可忍 愤砸办公室
村民多次向福建泉港人民政府反映情况未果下，8月12日，全体村民包围了排污办公楼，中断了二化在峰尾的排污工程，愤怒的民众砸烂了二化办公室，希望藉此引起当地政府重视泉港人民的健康。但此消息被封锁。
一位不愿透露姓名的男村民说：“我们这边的人自发出来，每天都在那边抗议，有空就去，跟他们讲不要再放污水，还是放，村民就更生气了。有时有几百人，有时上千人，村民都很激烈，每个人都很怕死。”
林先生表示，这些当官的我行我素，根本不给老百姓说话的空间，泉州电视台、泉州晚报、东南早报等数家媒体记者来拍摄，半途被当地政府拦截，请他们到饭店，要他们不要报导。
随后当地政府的领导来安抚民愤，并称“这些水无毒无害。”而这些官员站在污水厂时，个个紧捂鼻子。
林先生说：“现在周边空气臭的很厉害，周边庄稼都报废，白天不能居住，晚上不能睡觉，这里赖海生存的养殖业、钓鱼业及捕捞业，东西都不能吃，我们的田地都被当官的收去，没有赔一分钱。我们的蓝天碧水清山都没有了，根本不能居住，哪里都很臭。”
“由于普安开发集控区内污水处理厂未达标排放，没有通过正常的排污管道，直接排到大海去，整个沿海都黑黑的，非常可怕。从开工到现在有两年，村民多次提出建议都没用，但当地政府和工厂离不开利益挂勾的贪官腐败现象。”
记者致电福建泉州泉港区环保局询问污染状况，但无人接听。
半个月以来，村民忍无可忍，每天有数百人甚至上千人到污水处理厂抗议，要求当地政府尽快解决长期环境污染的问题。
恶臭难挡 成癌症高发地带
据村民在网上发贴写道：这里原本是一个山清水秀、有山有海的好地方。随着泉港区成立到现在，短短７年变成全国高污染地，癌症高发地带，石化产业与一些三无厂被政府聚集在这，给它带来高额税收，却给当地人带来了很多人死于癌症；数千人正在被感染；数万人离开这个高污染地……
这几年，福建泉港炼油厂、皮革厂、火电厂及榨油厂等化工厂造成当地空气污染相当严重，周围经常有恶臭的味道，让人恶心难受，噪音几公里外都能听到。这几年，这里患癌症的人越来越多。
据悉，在福州人民医院门口有一辆专门为泉港癌症患者服务的专车。林先生说：“我们周边村包括整个泉岗区，30以上的人很多患癌症，非常可怕、非常可怕、非常可怕，省立医院可以查到资料，癌症病患都是泉岗区周围的群众。”
男村民说：“我们这边癌症的人太多了，人人都自危，周围50米之内就有十几个癌症，发病率很高。”

中国大陆各地因环保引发的群体性事件不断
2007年4月20日，福建泉州泉港区发生八千村民冲击当地包括港资化工厂在内的逾10间工厂事件，抗议工厂不但对当地村民水源造成严重污染，更有村民因喝了受污染的食水，导致重金属中毒而死。
林先生表示，这里的污染问题，冰冻三尺，非一日之寒，长期以来，污水处理厂污染大片土地，包括环境污染问题，像火山一样爆发出来。村民生活在祖祖辈辈的土地上，他们无可奈何。
近年，中国大陆各地因环保引发的群体性事件不断，地方官员为政绩、为利益不顾一切招商引资的形势之下，造成当地民众身体健康受到威胁，极大的民怨将一触即发。
