LOS ANGELES — Une émeute a éclaté samedi soir dans une prison proche de Los Angeles (ouest des Etats-Unis), faisant 255 blessés parmi les détenus, dont 55 ont été hospitalisés, a indiqué un communiqué des services pénitentiaires de Californie dimanche.
L’émeute a débuté samedi vers 20H20 locales (dimanche 03H20 GMT) au pénitencier California Institution for Men (CIM), dans la localité de Chino.
L’établissement accueille 5.911 prisonniers et emploie 2.100 gardiens mais les violences ont été limitées à un secteur qui compte 1.300 détenus où un violent incendie s’est déclaré. Les autorités ont indiqué avoir repris le contrôle du site au petit matin dimanche, vers 07H00 locales (14H00 GMT).
Les raisons de la révolte n’ont pas été indiquées ni la nature des blessures des 55 détenus les plus gravement blessés.
« Le personnel pénitentiaire a immédiatement réagi, s’est formé en unités tactiques et a regagné systématiquement le contrôle des cellules, faisant cesser la révolte des détenus par l’usage de matraques, de gaz lacrymogènes et de moyens potentiellement mortels », précise le communiqué du département correctionnel de l’Etat.
Aucun gardien n’a été blessé mais la prison a subi de gros dégâts.
« Je veux remercier tout le personnel du CIM pour leur réaction rapide et courageuse afin de faire cesser cette révolte majeure », a indiqué Aref Fakhoury, qui dirige les services pénitentiaires de l’Etat.

LOS ANGELES — More than three dozen inmates were released from hospitals Sunday after being involved in a racially motivated riot that badly damaged a Southern California prison and forced the lockdown of nine others.
The riot that erupted Saturday night sent 55 prisoners to the hospital and injured more than 250 inmates in all, officials said. Thirty-eight inmates were treated and were expected to return to the California Institution for Men in Chino, east of Los Angeles, by late Sunday, said Department of Corrections and Rehabilitation spokesman George Kostyrko.
Most of the injuries were considered minor to moderate, including stab wounds and slashes. One inmate suffered a serious head injury, Kostyrko said. However, none of the injuries were considered life-threatening.
No staff members were injured in the disturbance, the largest since December 2006.
As many as 80 officers responded to the riot, which involved some 1,300 inmates in seven dormitory-style barracks. A fire that ignited during the chaos caused significant damage to one of the buildings, prison spokesman Lt. Mark Hargrove said. Prison officials couldn’t say how the fire started.
Authorities believe the riot was prompted by tensions between black and Hispanic prisoners.
« It appears we had some southern Hispanic gang members targeting African Americans, » Kostyrko said.
Officers used pepper spray, wielded batons and shot foam projectiles to remove inmates who had barricaded themselves inside the medium-security facility during the four-hour uprising. Police officers and firefighters also were called to help subdue the inmates. Eleven hours later, prison officials had cleared out the facility of disruptive inmates.
The outbreak occurred at a reception center that accepts new inmates and parole offenders being processed to be housed at the prison and sent to other facilities in the state, officials said.
Prison staff became aware of a plan to carry out a riot Thursday night, Hargrove told the Riverside Press-Enterprise. The prison was placed on a modified lockdown, which included feeding inmates in their cells and restricting movement around the property. That lockdown continued until Saturday when the riot began.
Still, the inmates were able to inflict serious damage to the facility and one another. Most of the barracks are currently uninhabitable, and inmates have been relocated to other parts of the prison.
Curt Hagman, a state assemblyman for the district that includes Chino, believes the riot was a « coordinated attack. »
« They all knew what they were going to do in starting a big brawl, » Hagman told the Press-Enterprise. He added that inmates used improvised weapons and broken glass to stab each other.
The prison has about 5,900 inmates; it was designed to hold 3,160.
All 10 prisons in Southern California were put on lockdown as a precaution and visitations have been suspended because of the melee, officials said.

Un aparente pleito entre reos miembros de pandillas rivales en la prisión estatal de Chino, en el condado de San Bernardino, se convirtió la noche del sábado en un motín que dejó más de 250 heridos, de los cuales 55 fueron enviados a hospitales.
El complejo carcelario, ubicado a 35 millas al este de Los Ángeles y denominado California Institution for Men (CIM), alberga a unos 1,400 hombres y está a cargo del California Department of Corrections and Rehabilitation (CDCR).
La mayoría de los internos participaron en la trifulca, que según algunas fuentes se prolongó hasta por 11 horas, y uno de los siete edificios con los que cuenta la prisión ardió en llamas.
El teniente Mark Hargrove, portavoz del CIM, dijo ayer que las causas del enfrentamiento y del incendio aún estaban bajo investigación.
El motín se registró a las 8:20 de la noche del sábado en un sector de seguridad media, donde al parecer reos de pandillas afroamericanas y latinas se enfrentaron a golpes.
La riña se convirtió en una batalla campal en la que los reos se hicieron de « armas de oportunidad », según dijo Hargrove, como pedazos de vidrio y otros instrumentos para agredir a sus rivales.
« A la medianoche la pelea ya había sido contenida, pero fue hasta las 7:00 de la mañana (de ayer) que se pudo controlar por completo la situación », indicó el portavoz de la prisión.
Las visitas familiares del domingo fueron suspendidas. En algunas otras cárceles de California también se bloquearon las visitas como medida de precaución, según Hargrove, pero dijo no tener más información al respecto.
La Opinión se comunicó ayer al CDCR, pero la llamada telefónica fue respondida por una grabación que indicaba que debido a la falta de personal, ya que muchos empleados estaban en « furlough » (descanso obligatorio sin paga), no era posible atender de inmediato la solicitud de información.
