迷离 的通钢事件:陈国君死后,工人们也开始沉默了

吉林通钢工人上访，将建龙委派的总经理陈国军推下楼致死，事后一直没有找到“真凶”，通钢集团的工人们说：“这么多人你一拳我一拳的，抓谁啊？”但是与此同时他们又坦然承认：这次聚集是工人们自发的，没有人在幕后组织操纵。

谁操纵了“通钢事件”

“通钢事件”就像掀起的一阵凶猛的浪潮，表面似乎已渐渐平息，但是深处仍然暗流汹涌。

陈国君家人的底线是“惩治凶手”。那么，凶手是谁？谁来为此次事件负责？

此起事件是工人自发组织，还是“退休工人”制造谣言，还是有幕后操纵？到底由谁来为陈国君的死负责？

事件真相正变得越来越扑朔迷离。

工人聚集是自发的？

陈国君死了，建龙集团撤了，通钢的工人们也开始沉默了。

通钢工人坦言：陈国君不可能就这样白白死了，肯定要抓人。“这么多人你一拳我一拳的，抓谁啊？”工人们嘴上都这么说，但是脸上难以掩饰怯怯的表情，没人愿意向记者说当天亲眼目睹陈国君遭遇群殴的经过。

有一点，通钢的工人们坦然承认：这次聚集是工人们自发的，没有人在幕后组织操纵。

记者采访到的通钢工人认为，国有企业改制必须经过职工代表大会，而此次通钢改制，既未通过职工代表大会正式向员工宣布，也未通过职代会投票表决，显然是 “ 强奸民意”；另外，“ 选谁也不能选建龙”，2005年建龙集团与通钢重组以来，工人觉得没有得到什么实际好处，“以前两个人的活现在一个人干，工资不升反降”，还有工人们最担 心的“裁员”问题。

退休工人制造谣言？

7月27日17时许，在吉林省政府新闻办公室举行的新闻发布会上，吉林省国资委副主任王喜东首次通报了这一事件的经过。

在会上，王喜东说，7月24日，通钢个别内退人员及退休人员制造谣言，利用一些人员特别是非在岗人员“国有情结”较深，对通钢集团现状与长远发展特别是 即将实行大型化改造需要大量资金所面临困难不了解的情况，激化企业原有矛盾，鼓动一些不明真相人员在通钢办公区内聚集，冲击生产区，对陈国君进行围堵，将 其打伤，并作为人质挟持。

记者调查发现，退休工人确有“国有情结”，“建龙来了之后，陈国君年薪上百万元，那是谁的钱？建龙不来，工人们还会觉得是为国家做贡献，如果建龙控股了，工人们为谁卖的力？”

“我们年龄大了，跑不动了，24日那天没过去。”记者采访了七八位退休老人，他们都表示没有去现场。

“建龙来之前和之后，你们退休人员的退休金和待遇有什么变化吗？”记者问，老人们摇头，“没变化。”

“所以我们就纳闷儿，为什么说是我们这些老家伙制造谣言？”退休老人们愤愤不平。

公司高层幕后操纵？

也有人怀疑是原通钢高层管理人员在操控，理由是规模太大，而且钢铁厂停工时“锅炉内的铁水倒干净了”，否则会造成巨大浪费，“中午和晚上食堂还有免费饭菜”，这都是一种民间猜测。

22日吉林省国资委宣布了建龙控股通钢集团的决定，并宣布了通钢集团新的领导班子，虽然国资委工作组表示，“通钢集团现有班子成员全部留用；在近期及今 后的一定时期内，保持通钢集团现有组织机构不变，中层干部原则上不调整”，吉林省国资委和建龙集团都希望通钢集团原董事长安凤成继续担任集团董事长和法人 代表，但遭到安凤成的拒绝。随后，安凤成及其他副总集体辞职。

很多闹事者没穿工作服

“通钢是我们的家，是我们多少代人用汗水、用鲜血甚至生命建设出来的，无论如何我们通钢人不能再沉默下去，警告别有用心的领导们，谁再想欺负通钢人，我们十万通钢人是不会答应的。”

在经济观察网发出了《 建龙重组通钢被紧急叫停》的报道后，有“ 通钢人”在文章后发表了上述“宣言”。

从表面上看，是职工不满重组方案而引发了悲剧事件，但记者多方走访发现，通钢在当地的庞大经济利益和利害关系，可能也扮演了一定的角色。

“闹事人群中不穿工作服的人居多”。焦化厂工人29日对记者表示，“很难分清是社会上的人还是通钢厂的职工。”

通化钢铁是当地的支柱企业，周围次生着大大小小配套及相关企业。有业内人士表示，之所以怀疑社会上的人参与了群殴，是因为如果通钢高管被换，原先与通钢形成长久商业关系的利益方将被重新考量，有贸易往来的众多钢铁贸易公司利益可能受到损害。

陈国君之死疑团待解

7月24日在通化钢铁发生的群体性事件，因公司总经理陈国君之死备受关注。关于陈氏死因，目前舆论的种种说法，无不归为“上万工人抗议改制，总经理遭围殴致死”，意为打死陈国君者系通钢工人。记者连日采访显示，此种推论并不符合事实。

目前，尚难准确还原陈氏遭殴的详细过程。但他死后尸检报告显示“颅骨骨折，颅内出血”，足见现场打人者出手之狠，不同寻常。

陈国君的生命一直受到威胁。至下午6时10分，现场向指挥部报告，陈已经被打得不省人事，生命垂危，但仍未能救出。他就躺在距离办公楼大门一米左右的位置，在围观人群的殴打、谩骂中死去。根据事后采访，导致陈国君死亡的一个重要原因，在于他没有获得及时的救治。

一直到晚上9时左右，在多次宣讲终止通钢集团增资扩股决定之后，焦化厂办公楼前的人群才开始散去。晚11时，从白山市赶来的增援警力到达后，才将陈国君救走，送到通化市医院，此时陈已无法救治，被宣布死亡。

公安局：深入职工内部收集信息

记者7月30日从通化市公安局了解到，该局成立了以市长助理、公安局长纪凯平为总指挥的“7·24”事件指挥部，重点工作就是“打破常规”摸查事件的组织者、策划者和核心、骨干成员。

7月29日，公安局指挥部召开会议，安排部署情报信息收集工作。要求公安干警“广泛发动朋友、亲属、战友等关系”，深入通钢职工内部，掌握各种深层次、 内幕性、有价值的情报信息，“收集要细致全面，决不能只言片语、道听途说，凡是涉及重要情况信息的时间、地点、人员、过程，都要细致掌握”。另外，还要多 渠道、多角度、全方面地对各种情报加以核实，认真印证，做到准确无误。除此以外，指挥部要求收集政府新闻发布会后职工群众的各种动态反应，“一天一调度， 一天一汇总，重要情报随时上报”。

通化市公安局拿出专项经费保障情报收集工作，以及时获得有价值情报，特别是获取涉及核心问题的重要情报，“要树立花钱买情报意识，对重要和核心情报信息，必须舍得投入”。

Ce sont plus de 30 000 ouvriers qui se sont rassemblés pour protester à Tonghua, une ville du nord-est du pays, contre le rachat de leur entreprise de sidérurgie. Des affrontements ont eu lieu avec la police qui ont fait un mort et 100 blessés. La personne décédée n’est autre que le patron de l’usine…

C’est un niveau de violence rarement atteint en Chine. Plus de 30 000 ouvriers en colère dont quelques-uns battent leur patron, puis empêchent l’ambulance d’arriver, en sorte qu’il meurt de ses blessures.

Les employés du producteur d’acier Tonghua reprochaient à leur dirigeant son salaire mensuel de 300 000 euros alors qu’eux touchent à peine 20 euros par mois. Plus encore, ils n’acceptaient pas la reprise de leur usine par le concurrent Jianlong qui l’avait déjà gérée avant de s’en débarrasser à cause de la baisse des prix de l’acier.

Mais avec la hausse récente des cours, Jianlong est revenu à la charge. Le secteur chinois de l’acier, très fragmenté, est en pleine concentration pour créer des champions internationaux. Cette tendance, inscrite dans la réforme des entreprises d’Etat, engendre depuis des années des licenciements massifs d’ouvriers fort mal indemnisés qui manifestent par milliers avant d’être réprimés par la police.

Ces explosions de rage sociale restent encore une multitude d’incendies isolés. Car, pour l’instant, Pékin empêche toute coordination nationale du mouvement ouvrier chinois.

Thousands of Chinese steel workers rioted at news of a takeover deal, beating one manager to death, a Hong Kong human rights group has said.

About 100 people were hurt in violence in the north-eastern city of Tonghua after workers heard that Jianlong Steel would buy a majority share.

They were reportedly frustrated at financial problems during Jianlong Steel’s temporary control last year.

Jianlong general manager Chen Guojun was beaten to death, the group said.

The Information Centre for Human Rights and Democracy said 30,000 steel workers clashed with riot police on Friday in the north-east province of Jilin.

The centre reported that Mr Chen was paid about three million yuan ($440,000) last year, while Tonghua’s retired workers received as little as 200 yuan a month.

The South China Morning Post quoted a police officer as saying the workers would not allow emergency medical staff to enter the building to help Mr Chen.

The Tonghua workers also reportedly blocked highways and smashed three police vehicles in Tonghua city, the centre said.

BEIJING — About 30,000 Chinese steel workers clashed with police over plans to merge their mill with another company, and beat a manager to death, a Hong Kong-based human rights group has said.

About 100 people were injured in the incident on Friday in the northeastern city of Tonghua, the Information Centre for Human Rights and Democracy said in a statement.

A police officer at the Tonghua Public Security Bureau’s control centre on Sunday confirmed to AFP that a clash took place, but refused to provide any details or comment on the reported death.

Company and local government officials were not immediately available for comment.

Tonghua Iron and Steel Group employees opposed plans for Beijing-based Jianlong Steel to take a 65 percent stake in the mill, the centre said, adding they accused Jianlong of mismanagement during temporary stewardship last year.

The Tonghua employees attacked Jianlong general manager Chen Guojun when he ordered them to return to work, the centre said, adding Chen’s friends had confirmed he had died after workers blocked an ambulance from responding.

The workers had complained about Chen’s alleged three-million-yuan (438,000-dollar) salary, as the mill’s pensioners received as little as 200 yuan (29 dollars) a month, the statement said.
