La localisation des événements a été assez incertaine dans les premières dépêches. Il semble qu’il s’agisse du monastère de Rabgya, près de Gyala 加拉, Xian de Maqên 瑪沁縣, dans la préfecture tibétaine autonome de Golok 果洛藏族自治州, Province du Qinghai 青海. La zone ,majoritairement tibétaine, avait participé aux troubles de 2008.

Arrestation d’une centaine de moines tibétains après des échauffourées avec la police dans le nord-ouest de la Chine
Une centaine de moines tibétains ont été interpellés ou se sont rendus dimanche en Chine après l’attaque d’un poste de police par des centaines de manifestants dans le nord-ouest du pays, rapporte l’agence officielle Xinhua (Chine Nouvelle).
Selon un exilé tibétain, près de 2.000 personnes participaient à la manifestation, provoquée par l’apparent suicide de ce moine faisant l’objet d’une enquête pour avoir déployé un drapeau tibétain, ce qui est interdit en Chine.
Ce serait l’une des plus importantes manifestations signalées en ce mois de mars, qui a vu la Chine renforcer la sécurité dans les zones tibétaines en raison du 50e anniversaire du soulèvement de Lhassa et celui des violentes manifestations tibétaines de l’an dernier.
L’agence Xinhua, qui cite les autorités, explique que les protestations faisaient apparemment suite à la disparition d’un Tibétain en détention, qui s’est échappé samedi du commissariat de Ragya dans la province de Qinghai et qu’un témoin aurait dit avoir vu nager dans le Fleuve Jaune.
Toujours selon l’agence Xinhua, plusieurs centaines de personnes, dont près de 100 moines du monastère de Ragya ont attaqué samedi le commissariat de cette commune de la préfecture tibétaine de Golog et agressé des policiers et des fonctionnaires. L’attaque a laissé quelques blessés légers, selon l’agence, qui ajoute que l’ordre a été rétabli.
Six personnes ont été arrêtés pour leur implication présumée dans l’attaque et 89 autres se sont rendues à la police, ajoute Xinhua, qui précise qu’excepté deux d’entre elles, toutes étaient des moines. La police recherchait d’autres moines qui se sont enfuis, selon Ju Kezhong, un responsable local cité par Chine Nouvelle.
Un ancien habitant de la région, aujourd’hui installé à Dharamsala en Inde, a expliqué sous couvert de l’anonymat que les manifestants étaient en colère parce qu’ils pensaient que le jeune moine de 28 ans s’était jeté dans le fleuve pour se suicider après son évasion. « Le cadavre n’a pas encore été retrouvé », a-t-il dit.
Cet exilé tibétain, qui a dit avoir reçu des informations de personnes se trouvant à Ragya, a rapporté que 500 moines du monastère avaient manifesté devant les bureaux de l’administration locale et que la foule avait atteint environ 2.000 personnes, des villageois se joignant au rassemblement.
Il a précisé que le moine Tashi Sangpo faisait l’objet d’une enquête de la police pour avoir déployé un drapeau tibétain au-dessus du toit du monastère le 10 mars dernier, jour du 50e anniversaire du soulèvement de Lhassa, réprimé par les autorités chinoises, et qu’il avait distribué des tracts dans la rue appelant à des manifestations contre la domination de Pékin. China arrests Tibetan monks for attacking police
BEIJING (AP) — China‘s official news agency says police in a Tibetan area in the country’s northwest have arrested six people, including monks, involved in a riot where hundreds of protesters attacked a police station.
Xinhua News Agency says another 89 people surrendered to police in Qinghai province on Sunday.
It said several hundred people, including nearly 100 monks from the Ragya Monastery, attacked the police station in Gyala, a township in the Tibetan prefecture of Golog, on Saturday.
Xinhua said all but two of those who were arrested or surrendered were monks.
A man who answered the phone at Qinghai‘s public security department said he had not heard about the attack or the arrests. Phone calls to other police departments in the area rang unanswered.

PEKIN (AFP) — Plus de 90 moines tibétains ont été arrêtés ou se sont rendus à la police dans une ville à forte population tibétaine du nord-ouest de la Chine après l’attaque d’un poste de police par au moins une centaine de personnes, a rapporté dimanche l’agence Chine Nouvelle.
« La police a arrêté six personnes ayant participé à l’attaque. 89 se sont rendues à la police », a indiqué Chine Nouvelle.
« Sur les 95 personnes (interpellées), toutes sauf deux sont des moines du monastère de Rabgya », situé à côté de la ville où s’est produite l’attaque, dans les montagnes du Qinghai, a précisé l’agence.
Toujours selon l’agence, près de 100 moines du monastère ont pris part à cette émeute au cours de laquelle des manifestants ont attaqué des policiers et des responsables officiels, en blessant certains légèrement.
Chine Nouvelle avait dans un premier temps évoqué plusieurs centaines de manifestants.
Cette émeute est la première d’une telle ampleur rapportée par la presse depuis le 50e anniversaire, le 10 mars, d’une révolte de Tibétains durement réprimée par le gouvernement chinois, qui avait provoqué le départ en exil du dalaï lama.
Selon Chine Nouvelle, les manifestants ont réagi à des « rumeurs » sur la disparition d’un homme interrogé vendredi pour avoir « appelé à +l’indépendance du Tibet+ ». Toujours selon l’agence, cet homme portant le nom tibétain de Zhaxi Sangwu s’est échappé samedi d’un poste de police de Rabgya avant de disparaître.
Contacté par l’AFP, un policier de Rabgya n’a pas souhaité commenté l’information.
Ces dernières semaines, la sécurité a été renforcée, selon des témoins, au Tibet et dans les zones avoisinantes peuplées de minorités tibétaines, pour le 50e anniversaire de la révolte de mars 1959.
La commémoration du 49e anniversaire, qui avait débuté l’an dernier par des manifestations pacifiques, avait dégénéré le 14 mars en émeutes à Lhassa, la capitale du Tibet. Les troubles s’étaient ensuite étendus aux régions à population tibétaine.
100 detained after Tibetans, monks attack China police station

Beijing – Police detained nearly 100 people after monks and lay Tibetans attacked a police station in China‘s western province of Qinghai, state media and Tibetan exiles said on Sunday. Several hundred people, including about 100 monks from the Ragya monastery, attacked the Gyala township police station in Qinghai‘s remote Golok (Guoluo) prefecture from Saturday afternoon, the Chinese government’s Xinhua news agency said.
Police were questioning six people arrested after the attack and 89 others who surrendered, the agency quoted local official Ju Kezhong as saying.
Ninety-three of those under detention were monks from Ragya, and police were still searching for other monks who fled after the attack, it said.
Police told the agency that the attackers were « deceived by rumours about Zhaxi Sangwu, » who escaped from the police station » after his arrest on Friday for « advocating ‘Tibet independence’. »
The Tibetan exile radio station Voice of Tibet reported that Zhaxi Sangwu, or Tashi Sangpo, 28, was a Ragya monk who committed suicide by jumping into a river following his escape from police custody.
Both accounts said Zhaxi Sangwu escaped from the police station while he was using the toilet on Saturday afternoon.
The pro-Tibetan independence website Phayul.com quoted local sources as telling the Voice of Tibet that protesters carried a Tibetan national flag and banners into the town after they heard news of the death.
The protesters chanted slogans such as « independence for Tibet » and « long live the Dalai Lama, » the website said.
It said police arrested Zhaxi Sangwu after they claimed to have found a Tibetan national flag and political leaflets in his room.
Xinhua said the attackers « assaulted policemen and government staff » on Saturday, causing minor injuries to some of them.
Most of Tibetans left the police station by 5 pm Saturday but about 30 remained there until the early hours of Sunday, it quoted Golok prefecture officials as saying.
The attack is the biggest in a series of mostly small protests and other incidents reported in Tibetan areas of China around last week’s 50th anniversary of a failed Tibetan uprising against Chinese rule.
Paramilitary police have sealed off almost all Tibetan areas of China to foreign journalists and tourists for more than one week while the government has tightened border security and cut off some text messaging and other mobile telephone services in Lhasa and other Tibetan areas.
In Lhasa, where rioting broke out on March 14 last year, troops in full battle dress reportedly patrolled deserted streets in the city centre last weekend.

BEIJING, March 22 (Reuters) – Chinese police have arrested six people after hundreds of residents, including monks, rioted and attacked a police station in an ethnic Tibetan part of the western province of Qinghai, state media said on Sunday.
The official Xinhua news agency said people had been « deceived by rumours » about the disappearance of a man, Zhaxi Sangwu, who had earlier been detained on suspicion of engaging in Tibet independence activities.
On Saturday, a crowd « assaulted policemen and government staff. Some government staff were slightly injured, » the report added. Calm had returned to the area, Xinhua said.
It said Zhaxi Sangwu had « managed to run away from the police station on Saturday on the excuse of using the bathroom ». The man apparently swam across a river to escape and was still missing, the report added.
Rioting broke out in Tibet’s regional capital Lhasa on March 14 last year after days of protests against Chinese rule by Buddhist monks, killing 19 people and sparking waves of protests across Tibetan areas.
Groups of Tibetan exiles say more than 200 people died in a crackdown.
A year later, a tight web of troops and police across Tibetan areas has apparently helped deter any flare-up of unrest.
A trickle of isolated protests in recent weeks, including a monk who set himself on fire at the Kirti monastery in western Sichuan and a bomb thrown at a government office, which caused no casualties, suggest lingering discontent. (Reporting by Ben Blanchard, Editing by Dean Yates)

中国青海一个藏区星期六发生骚乱，当地藏人与警方发生冲突。有关卷入这次骚乱的藏民人数，新华社和西藏流亡政府的报道差别很大。新华社称，警方拘捕了6人，并有89人自首。
据新华社报道，青海果洛藏族自治州玛沁县加拉镇当地政府称，在一名涉嫌从事非法活动的藏人失踪之后，当地藏人袭击了加拉镇政府。截至星期日早晨9点，除6人被捕外，还有89人向警方自首。报道说，这95人中只有2人不是喇嘛。
新华社的报道称，在加拉镇星期六下午发生的骚乱事件中，有数百人参与，其中包括附近拉加寺的近100名喇嘛。报道说，骚乱者袭击了加拉镇的公安局，殴打警察和政府工作人员，部分政府工作人员受伤。

新华社的报道引述加拉镇警方的话说，这次骚乱是由于“谣言”引发的。报道说，拉加寺喇嘛扎西桑午因涉嫌“鼓吹”西藏独立而遭到调查，他在星期六下午从加拉镇公安局逃跑后下落不明。

新华社的报道引述果洛州官员鞠克忠的话说，警方仍在寻找扎西桑午喇嘛，目前加拉镇的“社会秩序已经恢复”，警方正在盘问有关嫌疑人。
尽管新华社和西藏流亡政府提到的这个喇嘛名字略有不同，但发音相近，相信应该是同一个人。
西藏流亡政府驻台北代表、达赖喇嘛西藏宗教基金会董事长达瓦次仁在接受采访时说，这个僧人跳河自杀的报道几天前就有了。他之所以自杀是被逼无奈。
达 瓦次仁说：“中国政府强迫所有的寺院都必须要悬挂中华人民共和国的国旗，所有的僧人都必须要攻击达赖喇嘛。那么，这些活动一直都遭到藏人的抗议。因为中国 的军警在西藏握有所有的生死大权，所以他在被发现以后去跳河自杀也是被迫的。因为所有被逮捕、被抓起来的藏人都会遭到非常残忍的酷刑折磨。”
在谈到新华社的报道与西藏流亡政府的消息有很大出入时，达瓦次仁表示，由于中国当局严格控制媒体，外国记者难以进入藏区，因此，新华社就可以随意对事件进行报道。
达 瓦次仁说：“中国政府完全是一种流氓心态。它把西藏人杀死，然后把尸体抢过去销毁，然后对外宣布说这个人失踪，或者说没有更进一步的消息，或者说不知道。 在这之前他们指控西藏的一个喇嘛丹增德勒仁波切搞爆炸，然后把另外一个藏人草草了事地枪毙等等。通过这些方式，中国政府一直梦寐以求地要给西藏民族或者是 藏人栽上恐怖分子或者是搞暴力的帽子，从而为他们的军事高压做准备。”
这次事件是3月以来果洛自治州发生的第二起涉及藏民的群体事件。果 洛自治州班玛县的玛柯河林场3月初曾发生警车和消防车被土制炸弹袭击事件。而在爆炸事件前，当地森林警察的一处检查站遭到数十名村民的抗议。当地官员后来 说，不能肯定那次抗议与爆炸事件之间有联系，初步调查认定爆炸事件是普通的刑事案件。

Monk kills self in Ragya, residents protest

Dharamsala, March 21 – A Tibetan monk of Amdo Golok Ragya monastery in Gyulgho township (Ch: Lajong), Machen county, Qinghai, committed suicide by jumping into Machu river today around 3.30 PM (Beijing time), a source residing here with contacts in Tibet told the Voice of Tibet radio service.
The monk was identified as Tashi Sangpo, aged 28, the source said.
The monastery has remained sealed and been under constant patrol of Chinese forces since March 10 this year when leaflets containing political messages were circulated and a huge Tibetan national flag hoisted atop the main prayer hall of the monastery. Several monks of the monastery were detained in the monastery which has since been completely locked down.
Security forces claimed to have found a Tibetan national flag and political leaflets from Tashi’s room, the source said.
Tashi Sangpo sneaked out of the security forces’ sight by seeking to go to the toilet, according to the source, a former resident of Ragya, who said Machu River is not very far from the monastery.
At the time of this report going online, Tashi’s death has already sparked a strong anti China protest in Ragya where Tibetans are taking to the streets with the banned Tibetan national flag and banners, chanting slogans such as “independence for Tibet, long live Dalai Lama.”
